After Downloading Both Parts, Extract Black_Window_10_Enterprise_1803.zip and you get the ISO file.

Create A Bootable Drive of that ISO file using Rufus and Install. (You Need A 32 GB USB to Create A Flashdrive)
You Can Also Install This OS on VMware or Virtual Box.
